About this critical risk
Live Services is a critical risk across our projects. It includes underground and overhead services that contain energy and pose a high risk of serious harm if struck, damaged, or interfered with.
Our categories of controls
Identification of Services
- All services at or near work locations must be identified on the Services Control Plan (SCP) before work commences.
- All services are to be treated as live unless isolation has been confirmed by the Asset Owner.
Locating, Proving and Marking Services
- Only trained, competent and authorised personnel may locate, supervise, permit or control works near services.
- All services must be located and proven using non-destructive methods (potholing, non-destructive digging, pipe and cable locators, ground penetrating radar) before any excavation or penetration occurs.
- Verified services must be clearly marked onsite with colour codes and BMD service markers, noting their height or depth (e.g. tiger tails, rotamarker, flagging).
- Asset Owner exclusion zones around services must be always maintained and adhered to.
Permit to Work
A Permit to Work (PTW) must be issued for any works conducted within 10 metres of a live service that pose a risk of contact with or damage to the service.
A new Permit to Work (PTW) must be issued if:
- The work area, method, scope, or duration changes
- The Services Control Plan is updated, or
- The fourteen (14) day validity period expires.
Underground / Overhead Services
Underground Services:
- A Dedicated Controller must be appointed when plant is operating within a permit zone.
- Excavation within 500mm of an underground service must not proceed without an Alternative Work Method Statement (AWMS) approved by the Construction Manager.
- If encroachment into the Asset Owners Exclusion Zone is required, work must not proceed without an AWMS approved by the Asset Owner and Construction Manager.
Overhead Services:
- A Dedicated Controller must be appointed when plant or equipment is operating within 10 metres of overhead services.
- If plant has the potential to encroach into a BMD or Asset Owner nominated No-Go Zone, an Alternative Work Method Statement (AWMS) must be approved by the Construction Manager before work can commence.
